La UNESCO acoge la Reunión Mundial sobre la Educación para establecer las prioridades de la recuperación del aprendizaje y proteger la financiación tras la pandemia

La UNESCO, en asociación con los Gobiernos de Ghana, Noruega y el Reino Unido, ha convocado una Reunión Global sobre la Educación que se celebra de manera virtual los días 20 y 22 de octubre. La reunión tiene por objeto obtener compromisos de los líderes para la protección de la financiación de la educación durante la recuperación de la COVID-19, y crear consenso sobre las medidas prioritarias para el próximo año.
La pandemia de la COVID-19 ha provocado la interrupción más grave de la historia en los sistemas educativos mundiales, obligando a más de 1 600 millones de alumnos a abandonar la escuela en el momento álgido de la crisis. Ha incrementado las desigualdades que ya existían y ha afectado con mayor fuerza a los alumnos vulnerables. La pandemia amenaza con revertir décadas de progreso en la educación. La recesión económica ejercerá una presión cada vez mayor sobre los presupuestos nacionales de educación y la ayuda a la educación en un momento en que se necesita una mayor financiación para que el sector se recupere. Según las proyecciones, incluso si la parte del presupuesto asignada a la educación se mantiene estable, el gasto público global podría disminuir en un 8% y la ayuda a la educación podría reducirse en un 12%.
En este contexto, la reunión constituirá una plataforma única para el intercambio entre dirigentes políticos de alto nivel, ministros, responsables de la formulación de políticas, organizaciones multilaterales, asociados para el desarrollo y agentes mundiales de la educación, con el fin de proteger y replantear la educación en el mundo actual y posterior a la reunión de la COVID-19.
El evento es una oportunidad estratégica para que los Estados Miembros y la comunidad internacional mantengan e impulsen su compromiso con la educación como la inversión más importante para una recuperación y un futuro sostenibles.
El conjunto de medidas prioritarias mundiales para la recuperación y el fortalecimiento de los sistemas educativos girará en torno a cinco temas que se consideran fundamentales para la respuesta a la COVID-19:
- Proteger la financiación nacional e internacional de la educación.
- Reabrir las escuelas con seguridad.
- Centrarse en la inclusión, la equidad y la igualdad de género.
- Reimaginar los enfoques de enseñanza y los resultados del aprendizaje.
- Aprovechar la conectividad y las tecnologías equitativas para el aprendizaje.
Estas áreas de acción se basan en las recomendaciones del informe de política del Secretario General de las Naciones Unidas sobre la “Educación durante la COVID-19 y más allá“, coordinado por la UNESCO, así como en el Libro Blanco elaborado por la campaña “Salvemos nuestro futuro”.
Una parte técnica de la reunión tendrá lugar el 20 de octubre de 1 a 2 de la tarde (CEST – París), seguida de un segmento de alto nivel el 22 de octubre de las 1 a 5 de la tarde (CEST – París).
Durante este evento de Alto Nivel, los oradores principales, que hablarán en vivo o a través de videomensajes grabados, incluyen a los siguientes Jefes de Estado: João Manuel Gonçalves Lourenço (Angola), Félix Tshisekedi (R.D. del Congo), Iván Duque Márquez (Colombia), Uhuru Kenyatta (Kenya), Hage Geingob (Namibia), Marcelo Rebelo de Sousa (Portugal), Paul Kagame (Rwanda), Kaïs Saïed (Túnez). También se espera la asistencia de los presidentes del Gobierno español, Pedro Sánchez, y del Consejo italiano, Giuseppe Conte, Saad Dine El Otmani, jefe del Gobierno de Marruecos, así como de la Primera Ministra de Noruega, Erna Solberg.
A nivel ministerial, entre los oradores figuran la Baronesa Sugg, ministra de Territorios de Ultramar y Desarrollo Sostenible del Reino Unido, y Bekhzod Musayev, viceprimer ministro de Desarrollo Social de Uzbekistán. La Comisión Europea estará representada por Jutta Urpilainen, Comisaria de Asociaciones Internacionales. Además, cerca de 60 ministros de educación de los cinco continentes participarán en los intercambios.
Las Naciones Unidas estarán representadas por el Secretario General, António Guterres; la Directora General de la UNESCO, Audrey Azoulay; Omar Abdi, Director Ejecutivo Adjunto del UNICEF, y David Beasley, Director Ejecutivo del PMA (Programa Mundial de Alimentos). También participarán la Reina Mathilde de Bélgica, campeona de los Objetivos de Desarrollo Sostenible de la ONU; Sheikha Moza Bint Nasser, campeona de los Objetivos de Desarrollo Sostenible de la ONU y Presidenta de la Fundación Educación por encima de todo; Jayathma Wickramanayake, Enviada Especial para la Juventud del Secretario General de la ONU, y Gordon Brown, Enviado Especial para la Educación.

De manera previa a la reunión, la UNESCO ha facilitado una serie de consultas sobre una Declaración que se espera adoptar el 22 de octubre y en la que la comunidad internacional se comprometería a adoptar medidas para garantizar que la pandemia no revierta los decenios de progreso en materia de educación.
